- This instrument was made as a consequence of the declaration of a state of emergency under the Emergency Management Act 2003, s 20 (1), on 18 January 2003 (by NI 2003-27). It only had effect in relation to that declared state of emergency. That declaration was revoked on 28 January 2003 (by NI 2003-43). This instrument lapsed on the revocation of the state of emergency.
